EIOPA seeks feedback on simplifying insurers’ EU Taxonomy disclosures

The European Union’s insurance supervisor, EIOPA, is seeking feedback on proposed changes intended to simplify and sharpen insurers’ corporate disclosures under the EU Taxonomy framework.

The European Insurance and Occupational Pensions Authority opened its consultation, formally titled “Consultation on the review of insurance disclosures under the Taxonomy Disclosures Delegated Act,” on 1 July 2026. It remains open, with responses due by 12 August 2026 at 23:59 CEST.

Nothing in the consultation is a final reporting rule. EIOPA is gathering evidence for technical advice on the Taxonomy Disclosures Delegated Act, and the proposals may change after feedback and the subsequent EU process.

A narrower underwriting measure

One proposal would rename the existing underwriting key performance indicator as the “Adaptation Underwriting KPI.” EIOPA proposes narrowing the denominator of the Taxonomy and Eligibility ratios to Taxonomy-eligible lines of business. For the Eligibility ratio’s numerator, it would require premiums covering natural-catastrophe perils to be separated and would include only contracts containing that coverage.

EIOPA says the changes are intended to make the disclosure more accurate and easier to interpret. The consultation also explores a separate “Green Insured Activities KPI” for Taxonomy-aligned insured activity, covering policies sold to companies subject to Taxonomy reporting as well as retail housing and transport policies.

Other proposed simplifications include removing the gas-and-nuclear breakdown from templates, giving Taxonomy disclosures greater prominence in annual reports, and focusing group reporting on the parent company’s main business rather than a weighted average across every business segment.

The decision path is still open

The immediate event is a feedback deadline, not an effective date. After the consultation, EIOPA will consider responses and develop its advice. Any binding change would still need to pass through the applicable EU legal-adoption process before firms could treat it as a final requirement.

For insurers, the practical review question is whether current data and controls can produce the proposed narrower ratios and the new splits consistently. That is a preparation issue, not evidence that the proposal has already become law.
